CRDC Public Comment Period

CRDC Public Comment Period

January 17, 2025

The U.S. Department of Education Office for Civil Rights (OCR) is currently in the process of seeking approval from the U.S. Office of Management and Budget (OMB) to administer a Civil Rights Data Collection (CRDC) to every public school for the 2025–26 school year, and a CRDC for the 2027–28 school year.

Proposed CRDC surveys must undergo two public notice and comment periods, pursuant to the Paperwork Reduction Act of 1995.  The 2025–26 and 2027–28 CRDCs Information Collection Request (ICR) package was released for a 60-day comment period, which ended on December 16, 2024.  OCR reviewed and responded to over 400 comments submitted by more than 100 commenters during the 60-day period.

On January 17, 2025, OCR submitted a revised proposed 2025–26 and 2027–28 CRDCs ICR to OMB for a 30-day public comment period.  See https://www.reginfo.gov/public/do/PRAViewICR?ref_nbr=202410-1870-001#section5_anchor.  The deadline to submit comments is February 18, 2025.  After OCR reviews and considers all comments, OCR will submit the next ICR to OMB for approval.

After the proposed 2025–26 CRDC is approved, OCR will announce the survey dates (i.e., when the CRDC data submission system will open).  OCR urges your local educational agency to take the necessary steps to prepare for the 2025–26 CRDC.  You may review the latest proposed data elements for the 2025–26 CRDC in the OMB Supporting Statement A document available at https://www.reginfo.gov/public/do/DownloadDocument?objectID=147647800.
